Regional Programme Manager - Central Region

September 2008 – May 2012

I lead the successful delivery of the Store Investment Programme, Facilities Management service and Asset Renewal Programmes, for the North West and Central & Eastern Regions of the Food Retail business. This was for circa 1,000 food retail stores within my region.

Responsible for the successful delivery of circa 225 food store refits pa totalling £65m capital expenditure, using a mixture of internal project managers and support staff, plus external consultants, contractors and supply chains.

Delivering significant investment in the following areas:

  • Planned asset renewals including petrol sites 
  • Unplanned asset renewals
  • Remedial works following planned maintenance and statutory testing programmes
  • Small Works programmes



I led a large geographically dispersed teams remotely, and significantly increased staff engagement index within the team. Also leading a team turn around in performance through effective leadership and management.

Managed corporate change programmes at strategic level, including the major Office Centralisation Programme, bringing 300No staff from 3No existing sites into one new building. Programme comprising 5No Projects over 3 years costing £7m capital:

Design & Build Project
delivering the new head office (3 storey - 43,500sqft new build)

IT Project
delivering the new LAN, WAN, Phone systems and CCTV Control centre for all 30No town centre cameras in the Borough.

Working Practices Project
delivering all the new working practices for single site working

Migration, Occupation & Orientation Project
delivering the physical moves and decommissioning and disposal of vacated sites.

Human Resources & Communications Project
managing the change affecting all the authorities’ staff, elected members and stakeholders.


I also managed the Local Governement Reorganisation Programme for Cheshire East - combining Congleton, Macclesfield, Crewe & Nantwich and Cheshire County Council into a new Unitary Authority.

I managed the corporate property portfolio of a Local Authority through the delivery of Asset Management, Project Management & Facilities Management services.

Project and Programme Management of the Local Authorities capital investment programme. Managed the Corporate Property Services Team, consisting of Architects, Estate Surveyors and the Building Team to deliver the Business Plan objectives of the organisation.

Improved the Asset Management score from ‘Satisfactory’ to ‘Good’, as assessed by the Office of the Deputy Prime Minister.

Responsible for undertaking all major capital projects from initial brief through to operational management of the finished products. also responsible for the delivery of all Facilties Management services for the property portfolio

Key successes included:

Fitting out and relocating the Head Office function of 12,000sqft.

Acquiring and re-locating the central London office including creating a Conference Centre.

Outsourcing the file storage operation for the whole of the business.

Establishing risk control measures including review of property risk and mitigations.

Establishing Asset Managemet procedures including Asset Condition Surveys.

Establishing health & safety compliance procedures and processes for all property portfolio

Managed a team of Building Surveyors in the North West Region, looking after operational property and the commercial leased property portfolio.

Undertook minor refurbishment schemes up to £150K and project managed regeneration schemes up to £1.9 million using multi disciplinary consultancy teams using third party grant funding.

Undertook dilapidations, asset condition surveys, health & safety audits, refurbishment and conversion projects - mostly to Listed buildings and those in conservation areas.

Managed all reactive and planned maintenance, plus statutory testing and compliance works
